Hopli is free to use, and there is not much to agree to.
There is no account, no payment, and no service holding your data — so most of what usually fills a page like this does not apply.
What you are using
A program you run on your own computer, and a web page your phone loads to talk to it. The transfer happens between your own devices. We do not operate a service that carries your files, and there is nothing for us to suspend, throttle, or delete.
No warranty
Hopli is provided as is, without warranty of any kind. It may contain bugs. It may fail to transfer a file. Keep your own copies of anything you care about, and do not treat a transfer as a backup.
This is the standard disclaimer, and it is meant literally rather than defensively: software that moves your files should be something you can verify, not something you take on faith.
Your responsibility
You are responsible for what you send and for who you approve. Hopli shows you a code to compare and asks before every file precisely so that those decisions stay yours. Do not use it to move material you have no right to move.
Changes
These terms may change as Hopli does. The date at the top says when they last did.
